The Fabulous Baker Boy Quest seems to have a little bug, but it has been fixed now in Simcity Social.

Lots of players seem to be having trouble getting past either Stage 3 of The Fabulous Baker Boy Quest where you need to collect one Entrepreneurship Ingredient or in Stage 7 one Big Idea Ingredient. No matter how many times they are dropping them from residents studying at the University they just don't seem to be being acknowledged by the Quest.

Simcity Social Baker Boy Quest

This problem seems to arise when a player is maxed out with the total amount of Big Idea or Entrepreneurship Ingredients in their backpacks. So if you have a maxed amount of either of these Ingredients you will need to spend some first.

Once you have spent some, try and drop another one and this should now work towards your Quest and help you continue through it.
